Apparently there's a bug in the last couple versions that prevents MediaWiki:Common.CSS from being edited.
It's a page in the wiki, not an html or CSS page in the file structure.
The code is hidden in the database somewhere, in binary form so it can't be edited.
On the Medik skin, the element #widthlimiter {width: 45em;} is creating a conflict between the Page_template and the auto-generated page menu.
